Senate Bill 4, spearheaded by Republican Senator Eric Koch, requires utilities to secure approval permits from the Department of Natural Resources for inter-basin water transfers and introduces recertification to ensure compliance. A second permit mandates Indiana Utility Regulatory Commission involvement for large water pipelines, reported the Journal Gazette.

Senator Spencer Deery’s SB 256 proposes a task force to study water regulation and imposes a moratorium on Wabash River pipeline projects. These bills reflect a growing legislative push for robust water management policies to balance economic development and resource sustainability.

Stakeholders, including business groups and consumer advocates, broadly support SB 4, though concerns about exemptions for LEAP persist. Lawmakers emphasize proactive measures for future projects, ensuring equitable and sustainable water use.
